Donald Dempsey is Vice President, Healthcare Research, at The Marwood Group and is responsible for Marwood’s CMS and HHS coverage, research and analysis.  Prior to joining the Marwood Group, Don was Associate Director for Human Resource Programs at the Office of Management and Budget in Washington, D.C., where he was responsible for review and oversight of federal departments and agencies with a combined total of more than $1.3 trillion in annual combined mandatory and discretionary spending. These duties included managing the OMB’s budgetary oversight of the Department of Health and Human Services (HHS). In this role, Don supervised development of the President’s annual budget, representing the President in interactions with agencies to determine appropriate funding levels and evaluating policy options from Congress, federal agencies, and other offices within the Executive Office of the President.  He provided guidance in reviewing regulatory and administrative actions taken by agencies within HHS to ensure adherence with the President’s guidelines and priorities and worked with other offices in the Executive Office of the President in formulating both legislative and regulatory policy recommendations for the President.

He has served as Legislative Director for Senator Richard Burr, Director of Health Policy for the U.S. Senate Budget Committee where he advised the Chairman on healthcare matters and drafted legislation, and Legislative Assistant for Senator Jon Kyl, where he advised on all activities related to healthcare, including Medicare, Medicaid and SCHIP.
