Jeffery D. Parrish

Jeff Parrish is a senior legal advisor to healthcare companies and lenders that value his counsel on day-to-day legal matters, government relations, regulatory compliance, litigation, mediation and arbitration matters.

Prior to joining Waller, Jeff served for nearly 15 years as Secretary and General Counsel for a $250 million post-acute healthcare services provider. In this role, Jeff managed all aspects of the company’s legal and regulatory matters, governmental affairs, litigation and self-insured, captive insurance programs. Jeff’s understanding of the day-to-day operations and regulatory challenges faced by providers makes him an effective legal advisor to healthcare and financial services clients.

Jeff is a Rule 31 Listed Mediator in accordance with the rules of the Tennessee Supreme Court. In addition, he is certified as an American Health Lawyers Association Neutral and a member of the AHLA’s national roster of mediators with health law and healthcare industry experience. He has participated in more than 350 mediation proceedings over the course of his legal career as a defense lawyer, underwriter’s counsel, general counsel and corporate representative. Jeff understands the value of mediation as an alternative to costly and disruptive litigation, and his participatory experience is a significant asset when he serves as a mediator in cases spanning healthcare, employment law, and commercial disputes. 

Results-oriented and tenacious, Jeff is a registered lobbyist who represents healthcare providers and other clients in government relations matters before members of the Tennessee state legislature, legislative committees and state agencies. His extensive legislative and administrative lobbying experience includes initial, direct and multi-year participation and leadership in the passage of high-profile legislation such as the Tennessee Civil Justice Act of 2011 which provided significant tort reform for the state of Tennessee. Jeff has long-standing personal and professional relationships with a large number of legislators, committee chairpersons, as well as executive branch staff, agency personnel, legislative staff, and fundraising professionals built over many years at the Tennessee Capitol. 



  • Handles and provides counsel on day-to-day legal, operations, government relations, litigation and regulatory matters arising from a wide array of healthcare providers particularly SNFs, behavioral hospitals, home health agencies, hospice, rehab/therapy companies, and LTC pharmacy as well as general corporate affairs, development, and governance
  • Served as underwriter's counsel to captive insurance company for fourteen years managing all aspects of hundreds of healthcare liability actions involving tens of millions of dollars in claims
  • Proven track record drafting and securing legislative sponsors for numerous legislative documents – including bills, policy papers, bill summaries, and amendments 
  • Serves as liaison to and works in concert with a number of different trade and professional associations and interest groups concerning legislation
  • Works with organizational grass roots professionals to generate support for legislative initiatives
  • Started a corporate, employee-sponsored PAC from scratch that quickly evolved into one of the largest PACs in the State with approximately $250,000 in funds
  • Prepares materials for and presents testimony to legislative committees and engages and coordinates a variety of committee presenters
  • Routinely and regularly attends campaign and caucus fundraising events
  • Provides updates to and promotes engagement of corporate and organization constituents in support of legislative measures

Away from the office, Jeff enjoys boating on the Tennessee River. For the past several years he has also been visiting U.S. National Parks, and he agrees wholeheartedly with Ken Burns that the national park system is “America’s Best Idea.”
